Dr. Chiara Gallese works at the intersection of law and computer science, researching AI risk, governance, and ethics. She is a researcher at the Tilburg Institute for Law, Technology and Society (TILT) at Tilburg University, where she coordinates a four-year EU Data Spaces project, and an Adjunct Professor of Digital Ethics at Ca’ Foscari University’s Collegio Internazionale in Italy.
Since 2024 she has sat in the working groups drafting the European Commission AI Office’s General-Purpose AI Code of Practice and AI Transparency Code of Practice — the rulebooks that translate the EU AI Act into practice for the companies building frontier models — alongside prominent scholars and industry leaders. She also serves on the IEEE P7999 series on AI ethics oversight.
Her route into AI governance ran through practice, not just theory: admitted to the Italian bar in 2015 and CIPP/E certified in 2021, she practised privacy and banking law in Milan across roughly 200 high-profile cases before moving into research, with positions at RCAST–University of Tokyo, the Max Planck Institute in Hamburg, and Vanderbilt University, and a Marie Skłodowska-Curie fellowship at the University of Turin’s Department of Law. She is an Associate Editor of IEEE Transactions on Artificial Intelligence, an Area Editor of Data & Policy (Cambridge University Press), and an International Editor of the Journal of Digital Technologies and Law.
Her work has been recognised with an MSCA European Postdoctoral Fellowship (2023, scored in the top 10% of a round with a 10–15% success rate), selection to the second stage of an ERC Starting Grant (2024), a Best Paper Award at the IEEE CIBCB conference in Ottawa (2022), and Italy’s Bonacossa National Prize for best PhD dissertation (2017).
A TEDx and keynote speaker, she studies why Big Tech scandals keep happening — and at the Saskatchewan AI & Tech Summit 2027 she brings that regulator’s-eye view of AI risk, straight from the room where Europe’s AI rules are being written.
